It is possible to manually promote or demote a specific bid to be a winning bid.
If the bid is considered the winning bid, it will have the Demote to not winning option. If the bid is a non-winning bid (or a previously demoted bid), there will be a Promote to winner option in place of the demote option.
On the Activity tab of the Item Details page, there is an options menu next to each bid row.
If the bid is a winning bid, there will be an option to Demote to not winning.

Demoting a winning bid will not promote any other bids. Demoting the bid will also remove it from the viewable bidder activity tab. In this case (see below), you would be left with three "non-winning" bids.

After demoting a winning bid, it is customary to promote a previously non-winning bid to the winner.
For a non-winning bid, you will have the option to Promote to winner.

Promoting a bid to be a "winning bid" will automatically demote any existing winning bid for a single winner item. Multiple winner items will depend on whether the entire available quantity has been sold.
Any Maximum Bids associated with the current winning bid would also be removed.

The bids will continue to be shown in descending order of amount, so it is possible for a bid that is different from the highest to be shown as the winner.
Reviewing the Bid History tab information will show all of the promoted (or demoted) bids.
Bid promotions and demotions will be shown on the HISTORY tab of the Item Details page.
